Аннотация. Статья посвящена политике президента Джимми Картера (1977–
1981) в Латинской Америке.Автор анализирует взгляды американского
экспертного сообщества по вопросам дипломатии в Западном полушарии;
рассматривает действия администрации применительно к заключению
договора о статусе Панамского канала, попыткам преодоления конфликта с
Кубой и стремления добиваться демократизации политических режимов в
регионе, с учетом влияния факторов холодной войны, межпартийной
конкуренции и избирательных кампаний.

Abstract. The article deals with the policies of President Jimmy Carter (1977–1981)
in Latin America. The author analyses the views of the U.S. expert community on
diplomacy in the Western Hemisphere. It examines the actions of the administration
in relation to the conclusion of the agreement on the status of the Panama Canal,
attempts to overcome the conflict with Cuba and the desire to achieve
democratization of political regimes in the region while taking into account the
influence of the Cold War factors, partisan competition and electoral campaigns.
